Terrain keeps lowering

i got this error where the terrain in my city keeps lowering to the point the sea level disappear.
I did use Extra Landscaping Tools, but it's pretty annoying to upscale the sea level every 10 minutes

Is there mods that can cause this? is it Tides?
But even when I disable it, it's still happening

Can you grab some screenshots of what's happening? Your output log (player.log on Mac and Linux) would also be useful as we can see your mods and any errors in the game in that. This guide explains where to find it and suggests some sites you can upload it to, since we can't attach files here on Steam.

I forgot to update this thread.
Turns out, it IS the Tides mod that wrecked havoc. I not only need to disable it if I don't want to use it, I need to unsubscribe it

Ah, good to know! Some mods work like that, where they still run even though they are disabled. At least you figured out what was causing it. :)
