Download Error - Paradox Launcher v2 Setup Wizard ended prematuyrely

A friend managed to download Cities: Skylines normally just like any other game. But when I tried to download, it opened a download file for Paradox Launcher v2, but there was an error in the download saying:

"Paradox Launcher v2 Setup Wizard ended prematurely because of an error. Your system has not been modified. To install this program at a later time, run Setup Wizard again."

I tried to reinstall several times and it didn't work, I tried to download the lancher through the official website and even with the lancher installed, the game still asks to install again through the file that came in the installation of it. I tried to open it by administrator and it didn't work, I linked the steam account on the Paradox Interactive website and it didn't work. Does anyone know how to solve this problem?
