if i startup the game than i get the next error:

Could not locate a valid installation of the Paradox Launcher:
open C:/users/user/appdata/local/paradox interative/launcherpath: the system cannot request the file

detailed logs can be found at:
C:/users/user/appdata/local/paradox interactive/launcher-v2/launcher-dowser.log

can someone help me with the solution and yes i tryed to make steam a admin i tryed to delete all paradox files that mods say that can help but nothing of them worked

I had the same problem.

I fixed it by going into Windows Settings --> Apps --> Look for "Paradox Launcher v2" in the list --> uninstall it --> open Cities:Skylines on steam

After uninstalling the launcher, make sure to check that no files are left behind. You will want to look for and delete these folders as well (if they exist):

C:\Users\<username>\AppData\Roaming\Paradox Interactive\launcher-v2
C:\Users\<username>\AppData\Local\Paradox Interactive\launcherpath (should be gone)
C:\Users\<username>\AppData\Local\Paradox Interactive\launcher-v2 (should only contain logs)

Then start the game through Steam and the launcher will install itself again. If you're still having issues after doing that, then I really recommend contacting Paradox Support, so they can help you get things running and log any bugs that might need fixing.

uninstall the Paradox Launcher with Apps and features from windows
Now it works for me :o)
