When you're in your industry tab, you have garbage, farming, wood, ore and oil industry. And two other things at the end. One is storage buildings, the last is uniques industry buildings.

The Industries DLC industrial areas produce goods for that DLC's unique factories to use in their production of unique goods. Those UGs then get sold to your commercial areas. The specialized industrial areas just make regular goods (of their particular specialization) for your generic industrial areas, regular goods for your commercial areas, and, in some cases, resources for your city services (ie: fuel for your power plants). The specialized commercial areas are more of a theme for their particular districts (ie: night clubs and bars in an entertainment district), and don't require that you first make a certain industrial zone (of any type) in order to function. They'll do just fine with generic ones if that's all you want to build.
