Try verifying game files, and always use loading screen mod to load your games. (Although I know you did use it & it still didn't work) Is there anything special about that specific save? Mod? It should still be able to load after not finding a single asset.
My suggestion may not have any bearing on what is happening to you, but it's something to keep in mind. The last thing you want to do is load a game you spent weeks on, only to see it corrupted.
First, on the pc, subscribe to all of the mods and assets that you used for that save.
You cannot just transfer your mod/asset folder from the old laptop to the new pc. The custom content has to come from the Workshop.
Once your Workshop is linked to the new pc and your custom content has downloaded, then enable everything that was used in the save and only then load the save.
It will take a while to download it, but should then have everything.
Could it also be that the DLC needs to be 'ticked' in that DLC box.
Also, for new pc, don't just copy stuff over, use Steam to sync everything as that will make sure all settings and stuff are in right place. Copying files using explorer won't update various system config files, etc.
One common thing that can go wrong is if road assets are removed from workshop - that will break a save (hence me asking if city works on the old laptop).
Yeah the save still works on my old laptop.
No need to reinstall. Just rt click the game in your Steam Library listing and select Properties/Local Files and run the Verify Integrity of Game Files app. That will ensure your game files are correct.
Then, start the game and in Content Manager/Saves, select the save and set it to Share. This will upload the save to your Workshop where you may add additional details such as description, list of required DLC's, mods and assets and name the save. Make sure you set the visibility of the save to public and then copy the link to it and post the link here.

After googling I saw those numbers are for the "Move It!" mod and "Align Rotation for Move It" mod.
And then searching in steam I saw that I am already subscribed to those mods, but still I unsubscribed and subscribed again but still its not working.
Latest version of Move It already includes all the alignment stuff, so you don't need separate alignment mod.
