It isn't possible to upgrade regular streets/roads with bike paths (as they're called). You can't even select regular roads when trying to upgrade that way. I'm pretty sure there are regular roads with bike lanes, similarly to the ones with bus/taxi lanes. But for some reason, they're not showing up in my interface.
Bike lanes as in, street/road lanes dedicated to bicycles.
So my questions are:
- Where have you seen them (or from what source do you know the actually exist?
- Could it possibly be that you saw them on a video from a player who used mods or road types from the Steam Workshop? Maybe you have to install them from there first?
Maybe you mean this?

Notice that one of the users mentions roads with bike paths without bringing up mods, as if he's absolutely sure that they should be there by default.
So is he just wrong and we only have access to roads with bike lanes through mods?

It doesn't say you need a mod in order to use it. Maybe just try and tell us if you know.
I don't have the "After Dark" DLC so I cannot check whether it includes specific bike paths or not.
