But make also sure that you turned every option in « application controlled » to be sure there is no conflict
The card is trying to render the moving shadows, but there are not enough pixels to do a smooth job. Changes to your anti alisising can also help.

Is it a mod? My money is on a mod/setting combination.
My GTX 1050 Ti does better than that, so it can't be the card. But I see that issue all of the time with graphical mods that alter graphics settings. I think one of the sliders affected it, iirc. The mod said the in-game graphic setting slider should be down all of the way.
EDIT:
Did you uninstall the old graphics driver before removing the video card? It may have left behind weird settings the new card doesn't like?

Well no to OC'ing. The software is there to 'test' your graphics card for faults. I wouldn't go overclocking anything just run the standard test that is for your card. If your card is fine then it will pass - which is the point.
