Place fillers and Decals anywhere you want mod?

I'm looking for a Mod that allows me to specifically put cement fillers and grass fillers wherever I so choose, because some roads are preventing me from putting the cement filler right up against it - and I would usually fix this with Procedural Objects and freeplace it but It doesn't always work - the decal simply won't appear. Any ideas?

Taking it out of context a little - I’ve realized my Workshop in-game runs terrible, whereas actual gameplay is fine.

That is my suggestion. It works for most pieces/props/decals

What about Kings props/decals and most of his Cement fillers, Drive Thru Props? I'm only a beginner at making realistic-looking southern towns.

You need two mods for this:

Fine Road Anarchy for the ones that are buildings, and Prop&Tree Anarchy (set to Always On) for the decals and props.
