It is indeed non functional as it was just a Unique Building.

My guess is, the workshop asset you were looking for used the ingame DLC asset and distributed it to everyone, which is not allowed hence why it was taken down.

No im pretty sure I can tell by the screenshots it looks like its its own model made by the creator therefore it was allowed and even if it were the one from the deluxe edition it would likley not work without the model in the first place

I've had an asset disappear before. It was because the creator removed it from the workshop. There's nothing you can do about that.

Just placed the (stock) GCT in my city and I was like: "where are the connecting lines"? It's so dumb that it's not functional. Also dumb is that the Statue of Liberty can't be placed on water. I mean, seriously? It should have a ferry stop like the real thing.

What were the people at CO thinking with these two incredibly stupid decisions?

The Statue of Liberty is not a ferry stop. It is a giant statue on top of a giant stone pedestal built on top of an old fort on an island. The island also has a ferry stop on it. If you want your Statue of Liberty to be next to a ferry stop, put a ferry stop next to it :P
