What services do industry need to grow?
Got several industries say they need more services before they will update. What services do they need?

Bus stops and metro usually helps.

that and parks, (Yes industry should have them too to help with land value)

No, they don't need parks. I recently set up a new industrial area and got a fair few buildings to max level by providing them a local cargo terminal, fire house and a couple of bus stops. Police coverage should get some more buildings to max out.

Those help too but when I placed the park it quickly made everything blue, I use the japanese garden parks for everything, only $40 a week and only 4 x 4 tiles

I used to use the Extended Building Info mod which showed scores for each element so you could try that to see if it helps understand what a building requires. Click buildings side-by-side and you can see how even that short distance reduces the effect of a service.

Generic industry loves cargo terminals and large fire stations. They give large boots. I know the cargo terminal give a full 1.0 boost by itself. The large fire station is close to the same. add some bus stops and you get level 3 industry.

Is there some kind of magic target to reach ? Is it as simple as a score of +2 gets you level 2 and +3 for level 3 ?

Almost. It's +1 for level 2 and +2 for level 3. A single cargo terminal will get all nearby industry to level 2. Keep in mind these values are based how close/how green the services are, so a cargo teminal may not give the full bonus to buildings on the edge of its coverage area. You'll also need educated workers.

Pretty much. but as Saber Kitsune said. Plus you'll need the obligatory police and deathcare coverage, so it will usually be enough for level 3. Plus any residual coverage of services from surrounding districts.

You don't even need to connect the cargo station to anything. It gives the boost even without trains or train tracks. You can add tracks later if needed for traffic control.

You're right they are not necessary, but they do help. I use workshop items designed for RICO (which I don't use) but are enabled as parks. Things that should be in an industrial area like Burger Kings, McDonalds etc.

Without a doubt, buses or metros will push them up to level two as long as you have provided the area with fire, police, and medical coverage. What pushes them up to level 3 is a cargo station, either rail or sea.
