Is there a way to change lane directions without mods?

Yes, actually. Open the road tool, select the exact type of road you want to change the direction on, click on the exclamation mark, then right-click the section of road you want to reverse.

Maybe i didn't read that right, i thought he mean't the lane arrows on the roads?

As above, right click with the upgrade ('!') setting. It doesn't have to be the exact road type, any road will do (I think even if two-way roads is selected), but if you accidentally left click it will change to the selected road type.

One-way roads go in the direction they are laid. So click to set start point, click again at end point and direction is start --> end point.
