Connect parks with footpaths ?
Is there a way to connect parks with footpaths through the city or neighborhood? I have tried it but the paths do not connect and are therefore not used by the people.

Park assets that have their own pathing may be linked to pedestrian pathing.
For example,

First place the park and then start the pedestrian path from the park's path at the very edge of the asset and extend it.

Yes like Grapp stated from the edge of a park you should be able to draw a path from it. Unique parks I have found do not have connectable paths. The two parks as well as the large playground (in the park menu that come with the game) can have paths drawn from them, this includes bike paths too. Below are some ideas for connecting them.

Yup, take a good look at your assets. Many of them have areas of concrete or pathing at the edge of the asset and they may be hooked up to pedestrian pathing. I make regular use of this with Elementary and High Schools... reminds me of when I used to use the back entrance via the park next door to avoid monitors at the front gate ;)

These I knew about and also take advantage of. The Mall I have ever used one time back in 2015 and never noticed the path stubs. So what are you suggesting about the towers on this mall?

I have found that the university will use a path at the park side but the elementary and high schools I can't see or get them to use the paths behind them and they have been there a long time. Where abouts do you place the paths to get these two to work?

EDIT: Ok I just saw a kid leaving the elementary school on his bike via the path behind the school, thanks
Though I think that behaviour is more like pedestrians able to exit the rear of an asset rather than a true path connection place. None the less it’s still cool.

Since I discovered the Cims love of walking and the power of the pathway I have made around 40 parks in the asset editor just for the express purpose of providing pathways for them to use. Here's a few creations:
