Transferring License to another computer
My laptop which host the steam and C:S is too slow on handling the game, I'm now considering to buy a new laptop to replace my current i7-3610QM 2.3G 8G ram laptop (no display card). What should I do after I get a new one? Just reinstall steam and everything will be fine?

Yup!

You can even have multiple computers in your house logged into your Steam account and can stream games from one computer to another.

You can also share your games library with friends and they can play (almost) any of your games as long as you're not playing a game at that time.

Some games use Steam Cloud, but the majority (going by my experience) probably won't. So, if you want game saves transfered, then you will need to do that manually.
