Anyone ever see a functioning metropolis?
Just wanna see a huge functioning city without traffic congestion or medical/garbage pile ups

There are lots of them. It's all about controlling and minimizing traffic.

I've seen thousands of cities larger than Megalopolis (Metropolis is one milestone below this) that function perfectly.
I grow most of my own cities to at least 100k just so that I can unlock all of the milestone required uniques.
If anything I've found that once cities reach this size or larger, that traffic becomes ever easier to manage because by this point I will have been able to use the best infrastructure and mass transit options available. It's only at around 40k when roads need to be upgraded and again at 75k when rail can be introduced that traffic will have been a minor problem to handle.
'Medical/Garbage pile ups'? Never. Once I have replaced cemeteries with crematoriums and landfills with incinerators, it's easy to cope with the waste.

I have a 655k city without any mods/assets. It takes up most of the inner 25-tiles.

But it doesn't require anything to run.

Warning. This city is almost two years old, so the DLC releases since then have altered gameplay, so the city will start collapsing in short order.

You don't need the mod after you unlock the 25-tiles. They stay unlocked.

So, no. No mods are required to play it.

I could imagine. I remember enabling ND and it was a nightmare. Before I could cure one disaster, another would hit. I had to turn off ND as it was beating me badly. lol

actually, if you get a huge city the traffic will go away because there is a car limit.

You might start hitting the vehicle/agent caps after 350k or so, depending on how it was built, but anything below that should be fine.
In the OP's case, if we stick to the topic, he's referring to metropolis which is less than 100k and in no danger at all of reaching those caps.

Oh darn it!!!!!

I guess the new rules now say I cant post one of my many cities over 1 million pop that is no where even close to the limits. Aw rats!
