I'll try to do my best to describe what steps I took to finally get it running:
1. Downloaded Steam again. (I don't think this affected anything)
2. Right-click the game -> Properties -> Local Files -> Browse Local Files
3. Opened Cities.app
- At this point I could see the game running in the Dock but no windows.
- After waiting about 2-3 minutes , a pop-up appeared asking for permissions to access keystrokes / input monitoring
4. Opened System Preferences -> Security & Privacy -> Input Monitoring
5. Checked the box for Cities to enabled access for input monitoring
6. Relaunched Cities.app from the location found in Step 2.
At this point the game fully launches and works after about 30 seconds.
I disabled Input Monitoring just to see if it makes a difference, and it doesn't seem like it does.
So, uh... I guess this all suggests that Colossal Order or Paradox just needs to update the game's metadata in Steam.
All of the convoluted instructions earlier in this thread no longer seem to be applicable if you're running an up-to-date version of Steam on an up-to-date version of Catalina.
As I understand, the game has already been in 64bit for al long time. But still, wether I run it through steam or by opening the .app in the finder, it just won't run!
Are there any other suggestions out there?
p.s.: I run a clean install of catalina 10.15.3.
*Update* Since it says it "may" not work, I went ahead and clicked the Play button. It then performed an update before launching (even though I have it set to auto-update via the game preferences in Steam.)
Once the update was performed, the Paradox Launcher opened. From there, the game launched perfectly fine!
So it appears to be more of an issue where Steam is seeing it as potentially 32-bit and then marking it as possibly incompatible (erring on the side of filtering it out of ready-to-play games, unfortunately.) As such, I think it's just whatever's labeling the game as not being 64-bit friendly that's leading to this confusion (and confusion to this point [Steam having a banner saying it might work, filtering it out of ready-to-play games, etc.] should be seen as a problem to be fixed; which appears to still not be fixed...?)
It's a lazy developer. They have the ability to remove that warning, but don't care enough do so.
I 'fixed' the 32 > 64 issue about a month ago. I had it running fine in Catalina (although it did crash once).
I've tried to run it today, and Steam downloaded an update to CS. I ran it the first time and I got Cities in a window, and then it died. The Steam client reverted to the green PLAY button.
I click it, it thinks for about 2 seconds, then reverts to green.
It seems there has been a very recent C:S update, and it's borked what I previously had.
Edit: I just noticed there was an app crash/error on my desktop for Paradox Launcher - "Paradox Launcher quit unexpectedly".
Remove the following files and folders from ~/Library/Application Support/Paradox Interactive/:
.cpatch (hidden by default) . <<< To show hidden files, open a Finder window (any) and press cmd-shift-. (period). Press it again to hide files again.
launcher-v2 (all of the folders and versions)
bootstrapper-v2
ThirdPartyLicenses.txt
When I ran next time from Steam, the launcher appeared. In my case I clicked 'Skip' in the top-right, and then clicked Play.

The Launcher is very much part of the game. The issues experienced in this thread are a mix of Steam client, app versions and now (as I found out today) - the Paradox Launcher.
If you click Play, and it doesn't, it's just a problem that needs fixing. The fixes for several issues experienced over the past 6 or so months are all in this thread. No need to send people elsewhere IMO.
The issue in this thread is that Steam has the game tagged wrong for Catalina, so it displays a warning. It has nothing to do with any problems you might have running the game. You can ofc have problems with either the game or the launcher while running Catalina, but it has nothing to do with this false tag that for some reason has been applied to the game. It's just the digital version of someone putting a postit note on your computer saying "This can't run Cities: Skylines" :P
Now I'm not trying to dismiss that you or anyone are having problems. But this thread just isn't related. :)
