Highway destroyed, but can't fix, out of city limits. What to do?

This road got hit by a tornado and is damaged. The game keeps reminding me on how to fix roads. But when I try to fix it, it says "out of city limits" and won't let me. Even Fine Road Anarchy doesn't let me fix it. What can I do? Is my only option buying that tile just to fix the road?

(The city seems to be doing fine anyway, so I guess people didn't really need to go that way?)

That is mighty unfortunate. The only way to fix it would be to buy that tile.
