If it's jammed, then it will desapwn, but another is likely to happen from excess traffic.
Sounds like you may need to manage your traffic better.
Maybe post save and we can give much more specific advice.

From the game's main menu go to Content manager and click on Savegames then find your saved game and click on the "Share Button" and be sure to set it as public then copy the link address and paste it here.

You definitely have a workshop issue. I have seen this before, but don't remember which item it was that caused the issue. I look at the city and see if I notice anything.
EDIT:
I just subscribed to all workshop, but the game says you have no mods, so it must be a vehicle asset you subscribed to. Is it the same vehicle getting stuck in your map everywhere?
EDIT2:
It was a fire truck and Police car causing the issue. Both by ninjanoobslayer. Maybe post on the asset pages about your issue and see if he can fix them, or see why they don't work properly for you.

I restarted the game several times and it still had issues with both workshop items.
I always reboot my machine after changes to the workshop. In general, things can stick in memory sometimes if you don't.
But I'm glad you have it working now.
