If you don't want the workshop, then unsubscribe to them from your workshop files section under Your Files drop down.
Otherwise, it'll all download to your system automatically for you. Then do as CyberVibes said to restgore workshop settings.
I just clone the whole Steam install over to the new machine/drive if possible. It saves a lot of time. At least the Steam Apps folder. It saves times downloading all of your games again.

Also there's a big benefit to backing up your folders every time you subscribe to new assets, this way if the author deletse them you'll still have a local copy and the asset won't disappear from in your saves.
Best is to create series of collections for your assets, especially when you have over 999 assets, there's an instruction online how to do it. Not complicated and saves you time and worry. You then access your collection on steam and download everything back on the new or old PC.
The game already makes a collection inside the save file itself. It's under content manager then savegames, find you saved game and there are two buttons, Subscribe All button to subscribe all workshop, and Enable All to enable all workshop that was enabled in-game during the save.
I find making a collection of many assets to be very time consuming. I was very happy for the devs to add it to the saved game file itself. Then all you need to do is reconfigure any game mods to what they were. backing up appdata and the game folder should have them all ready for restoring.
I have a lot of park assets and a few intersections that I've made myself. But most of them have not been uploaded to the workshop. What would someone need to do to make sure their own assets are not lost ?
