Report a translation problem
Get the loading screen mod, enable it, go into options, then click loading screen mod, in the settings tick the radial to save a report. Note the file location. Start the game, load or start a new game and the mod will do its thing. After you save the game, exit and go get the report, it will tell you what exactly is missing.

I'm having the same issue. Original buildings such as the clinic, police station and fire station, all gone, vanished, out of the blue.
So, you fixed that already?
Make sure you aren't using the Loading Screen Mod to skip any buildings, and make sure the European Style is enabled in the Content Manager under Styles.
