You will probably need to use something like Dropbox, OneDrive, Google Drive, Pastebin or similar.
What error do you get?
Might be memory issue. make sure Loading Screen Mod (LSM) is subscribed. Go to Options for LSM and make sure "load Enabled Assets" is UNchecked. This will only load assets that are actually used in your city. This will free up a huge amount of RAM (you are using over 24GB worth of assets!) This should free up 16GB or more.
If it still doesn't load, then it is likely a mod issues. Then post output_log using instructions from shaneturner12 above.
If it does load, then unsubscribe from assets until it loads again. Make sure no other apps are running during these tests. Just the game and Steam only.

I'm running on a 2.60 GHz processor and 16Gb of RAM, so I wouldn't consider my computer to be a total potato.

Your log file doesn't specify what is crashing the game, but I suspect it will be RAM issues as the new patch and DLC added lots of extra content. So definitely use Loading Screen Mod - if it is a RAM issue, or some other error, it will output details in to the log file.
