Is there mode that unlocks all buildings in the city

You can go into Content Manager in the main menu and enable the "Unlock All" mod (that comes with the game) which unlocks all unique buildings.

lol nothing opens! It unlocks everything. just play the dang game.

I think they might be looking at the wonders and achievements buildings. The unlock option only triggers all the milestones if I remember how it works correctly.
