as for no abandonment, if you get an auto-bulldoze mod, like

it’ll automatically get rid of abandoned buildings, and the max demand will have a new one built almost instantly, if that counts.
In addition to those, I would recommend several of what I call, quality of life mods from the Workshop. These are mods that, for me at least, increase the enjoyment of the game by allowing you to be more creative in your city.
- Precision Engineering (extra tools for angles, lengths, etc...)
- Move It (So many uses in addition to moving stuff)
- Traffic Manager: President Edition (This will help you a lot managing traffic, which is always a problem)
- Roundabout builder (saves time)
- Fine Road Tool (used with Move It and Fine Road Anarchy)
- Fine Road Anarchy (The youtubers refer to this one as "anarchy". It allows you to place roads where you normally cannot)
- Quay Anarchy (allows you to place Quays anywhere to create retaining walls)
- Loading Screen Mod (This helps you see what is being loaded. The game, for me, does not freeze at the loading screen with this mod)
- Extra Landscaping Tools (allows you to add water and resources. Better way to add trees)
- Environment Changer (allows you to change the these of a map)
- Mod Achievement Enabler (if you care about achievements)
- Cargo Hold Fix (this keeps your trains from spamming out trains with 7% full. Without this mod, trains are almost unmanageable)
- Rebalanced Industries (only used with Industries DLC. tweaks workers and cargo trucks with the Industries DLC. Does not affect any other industry).
- Prop and Tree Anarchy (allows you to place props and trees in places you normally cannot. I personally do not use this mod because if you leave it on and place roads, it will leave the trees in the middle of the road)
-Parallel Road tool (I was never able to get this to work correctly, but in theory it would be great)

PS: I find sandboxing not a bad way to learn mechanics. The game is so complex that not having to worry about problems provides more learning space for later restricted play.
Actually, I added about 5 of these to my regular game play; as they seemed non-sandbox appropriate. Thank you again for your suggestions.
I have just started a new City, with the 81 tiles unlocked, but with normal money and normal unlocking of everything else, and it is going great. I am able to be creative and being within a budget.
But then, every time, I try to do something ... I find I need this or need that.
I am often amazed what games become with a decent engine and a talented modder community.
Like you this building with no constraints is a chance to learn to use mods and game mechanics.
