vehicle limit 16k reached...need help reducing it
i'm not sure what the best way to do this is. i read about imports/exports. my imports are like 12k and my exports are 6k. if i reduce those, would that help my vehicle limit? my city pop is 250k. i reduced public transport vehicles for lines with few passengers. i have a lot of cargo depots and i have dedicated cargo lines, decided passenger train lines. maybe i have too many depots. i have this issue where cargo trains haul 7% and 13% loads, and have lots of empty cars attached. i delete a lot of them manually. i'll get an issue like 'not enough buyers for goods' in industry after the vehicle limit has been reached and remains reached for a while. i can clear all traffic with the traffic manager presidente mod. that actually helps, but i would like a more long-term solution. i have another city of over 300k pop and i don't have a problem with it. maybe i should upload my problem city to the workshop? if anyone's interested in looking at it.

Just increase it

That sounds like a typical case of more than one intercity cargo rail terminal connecting to multiple outside connections.
When the outside connections are connected to multiple terminals, they will attempt to answer the city's demand for goods by spawning trains to every terminal, and these trains will share the load among them. This results in overspawning and inefficient loads per train, which means insufficient loads are being delivered and slowly. Thus your industry doesn't get enough of what it needs on time, plus you may have rail congestion due to too many trains and that worsens the situation even more.
(This applies to boats, planes and trains)
So, make sure that each outside connection is served by a single independent line to a single intercity terminal. That will optimise the amount of trains spawned and loads per train.
You may connect your intercity terminals to your innercity rail network (if you have one) by a simple road link.

That may help a little to reduce your vehicle count, but more importantly, your future cities will be better optimised ;)

thanks very much for all the mod suggestions. i think i'm using all of them at the moment. let me have a read of what you wrote and see if i have questions
the train revamp is a great suggestion, i'll try that. i've got so many cargo depots, all connected to outside lines
Things I do to keep agent limits down:

Keep industry/commerce on the highway and next to each other, so freight gets to their destination quickly.

I often make a cargo station in the middle of each of commerce and industry then connect only the two together, then freight can be delivered by train more quickly and keep more trucks off your roads and it doesn't add to the outside connection's traffic and helps prevent the many half loads of trains spawning.

Build workers next to jobs. Cims will walk to work in less the 12-blocks away. If longer, then they will spawn a pocket car and raise the vehicle count. Transportation options help, if in walking distance, and take them to their destination job.

Make sure residential isn't between commerce and industry, as freight will travel through residential and slow traffic down by interfering with each other (services, freight, tourists, workers, visitors, transportation, etc)

Make sure your transportation lines take cims to work. Too often I see loops going from residential to residential. This does nothing as they need to go to work and back to home, not visit neighbors. Same for loops in commerce/industry.

Spread out transportation options, each stop will cater to a few blocks or more of cims. Don't double up lines in the same loop. keep lines relatively short. I typically run my bus lines 4 blocks wide, and no longer than 1km (12-blocks) long, then skip 4 block, make another loop, then repeat.

You have option of setting how long the trains wait for a full load, The mod author suggests a setting of 3, but I have mine at 5, and my trains run mostly full, with no lack of supply for industry or commercial.

thanks, will try that. i did rearrange my train lines as per above advice, but didn't really work so well. i may do something more radical and recreate them with really clean, simple lines and better placed terminals

More than likely, you may need to rearrange your zoning so traffic is closer to its destinations.

commerce/industry next to each other so deliveries are quick and stay out of residential areas.

Residential close to commerce/industry for walking to work.

Train station in the middle of commerce and another in middle of generic industry and connect only the two will reduce a lot of vehicles. And another train station in the middle of industry to outside connection for better importing/exporting.
Damn, this is why we need cities skylines 2, with custom engine tailored for the game, things like traffic AI should get benefit from modern multithreaded cpu capability.
