Moving right/left and forward/backward then occurs when moving the mouse to the respective edge.
Camera rotation occurs (independent from edge scrolling being enabled) by pressing middle mouse button and moving the mouse in respective direction (unless you have set some particular action for middle mouse button in your mouse profile, i.e. as possible with Logitech Gaming Software et al).
Btw... documented in the game manual. ;-)
The scrolling feature is useable only when no other tool like road building, zoning, power….is activated. Deactivate the tool and you have scrolling again.
The zoom to curser feature is nice too.

That link above is now broken. Is there something similar that can help? I'd love to be able to pan around using my mouse without having to bash into the side of the screen. Also, zooming in and out would be much better centred on the mouse curser rather than the centre of the screen. Anyone know of anything out there that allows for this? I'm thinking about the controls in Photoshop, for example, where you hold the spacebar to enable panning the view with mouse drags.
This is what I'm finding very frustrating too - and I have to say it's one of the things spoiling my enjoyment of the game. I'm using Steam on a Mac and I think it's way more difficult to control than what I've seen on Biffa's videos and others'. After about 50 hours, I finally figured out most of the weirdness with lining up and building roads etc - still very frustrating that there's no undo (in cases of mouse misclicks, for example).
PS I got into this because I found Biffa's videos on youtube and wanted to have a go; so credit to him :)
