It's Building Themes mod that throws the error.
EDIT: There's a load of other errors in there too... going to read through entire log, back in a bit...
"Terrain Themes Mod" is obsolete and probably game breaking, unsubscribe.
"ZB's Tropical Theme II" will also need unsubscribing as it needs the mod above.
The base game now supports themes natively, you can find loads in the workshop "Themes" section. To create custom themes I recommend the "Theme Mixer" mod which lets you pick textures from different themes. You might also be interested in "Environment Changer (and Improved Theme Selection)" mod which lets you change map biome and base theme.
"CSLInvisibleVehicleRemover" is likely obsolete; if you don't use it I suggest unsubscribe.
"Trains stop on both sides of the station" has a few reports of being unreliable, most people use "Advanced Stop Selection" mod instead (very reliable).
The "Bridge Fix" mod is a bit dated. These days most people use the combination of Fine Road Tool with Fine Road Anarchy, with the "Straight slope" box selected.
You have a lot of Klyte mods - many of them are incompatible with TM:PE 10.x (LABS and STABLE). Switch to Version 11 which is confirmed compatible with the Klyte mods.
Note: Some of the mods by pcfantasy might break if you switch to TM:PE v11. I think he isn't maintaining his mods so those things are likely going to become game breaking anyways. His "Real Construction" mod _should_ be compatible with TM:PE 11, but I haven't personally tested.

"Building Anarchy" mod seems to cause problems for many users; if you're using "Plop the Growables" and "Find It" mods, the Building Anarchy mod is not required and could be unsubscribed.
There's a bunch of other stuff too. I think best thing to do is start going through your mod subscriptions and unsubscribe anything you don't absolutely need or use on a regular basis. There's just way too many mods in there.
Also, you have some broken assets, like this one and this one which should be unsubscribed.
You are getting lots of `d3d11` errors which is usually indicative of outdated graphics card drivers. Try updating to latest drivers from AMD Radeon website. If there are still lots of d3d11 errors (more than 50 or so) try adding the `-force-d3d9` launch option to downgrade to DirectX 9.
You are getting an "Array index" error which looks like conflict between NEXT2 and maybe a building or milestone unlocker mod. See this guide: https://github.com/krzychu124/Cities-Skylines-Traffic-Manager-President-Edition/wiki/Array-Index---Symptom-8
If you are able to load the game at all, maybe after doing some of the suggestions above, I would strongly recommend clicking the "Clear traffic" button on the TM:PE toolbar, and also choosing the "Reset stuck cims and vehicles" option in TM:PE mod options, to try and clear down some of the broken cims/vehicles in your save.
