No the mods and assets are NOT fixed to the save game, and not available in other save games.
You will also end up with mod conflicts over time.
Another problem with the subscribe all button, is it attempts to subscribe all, but only subscribes to the main items, not the required sub mods/assets that are needed to make the main item work.
The enable all button does mostly work, only making the mods and assets used for that save active. The problem is, even an inactive mod/asset is still loaded into memory, and may cause conflicts.
Mods and assets takes a lot of manual intervention on your part, between game saves.
Enable all will enable all mods/assets needed for that save PLUS disable all mods/assets that were enabled but not needed for that save. You will still be subrscribed to them.
You can unsubscribe all mods and assets in the content manager.
Then do sub all plus enable all for a different save.
This is how I do it and it keeps you from having mod conflicts and keeps things organized.
I only recommend this for your own saved games.
Doing this for the workshop can have huge pitfalls. especially old saved games that have outdated workshop, or you not having purchased DLC the author may be using on his map.
Also, workshop is extra add-ons and can consume a massive amount of memory and CPU resources.
But yes, subscribe all and enable will all subscribe everything, and enable everything that was enabled for the saved game, plus disables everything that wasn't enabled, in case you added some yourself.
So, when you go to another saved game, you will need to subscribe all and enable all again.
However, when switching saves, it's best to unsubscribe all from your workshop page or in content manager under workshop section first, to avoid any workshop conflicts that may arise. Not all workshop will work with other workshop. especially mods interfering with each other or two mods doing the same thing and crash when they both try at the same time. also, disabled mods will still compile and may cause issues even if not enabled.
The rest can be removed.
I'd also suggest to not use that blindly on shared saves from the workshop.
But in general, unsubscribing all and then subscribing to all the savegames items will work
It's amazing really that the game doesn't separate between savegames when it comes to loading mods and dlc.
