This would be incorrect. You may be confusing the Passenger Ship Terminal.
For ferries, you need a ferry depot, plopped anywhere and at least two ferry piers.
Connect the depot with the ferry piers via the ferry path tool. That's not a shipping line. its a ferry line.
Connect the piers together with the same ferry line tool.
Then with the stops tool make a stop on one ferry pier, then the other, then connect back to the original.
Once you make that line, ferries come out of the ferry depot and run the line.
You must have the depot connected to the ferry piers via a ferry path.

Edit: I just gave it another go, tried 5 different pathways - none of them were successful. :(

Maybe I should try to reinstall the game...
Edit: decided to verify integrity of game cache (for the second time) before uninstalling and - wonder of wonders - now it works. Thanks barrygreybeard!
