Black screen with cursor.

When i click play i can hear music from game but i have black screen with cursor.I tried uninstall steam,some commends like : -screen-width 800 -screen-height 600 -windowed -force-d3d9 , uninstalled cities skylines 3 times.Nothing is working.I have windows 10 64-bit.Game bought on Steam.Windows bought in store all legal.I installed latest drivers.I have AMD radeon r9 200 series and Intel(R) Core(TM) i5-4590 CPU @ 3.30GHz.I think i've done everything.Got some ideas?

Maybe i can't understand this because my english is bad.Could you explain that guide to me in easier words?

Ok i solved that.I went to AMD Radeon settings and under 'display' changed scaling mode from 'preserve aspect ratio' to 'full panel'. It's working now!
