Without a homegrown supply of coal, the coal plant will import it fro the outside connection. It requires, therefore a good connection to the highway and no congestion to impede delivery.
Wind power = free but susceptible to weather conditions.
Oil power = same as coal. Supply with imports or from your own specialised oil industry.
Hydroelectric power = requires a suitable location for a dam and good engineering skills to build one that works consistently.
Solar power = Susceptible to weather conditions and day/night cycle.
Nuclear power = no downsides but expensive to build.
Geothermal power = requires Snowfall DLC for use on winter maps but can be made available for other biomes with a mod.
Fusion Power plant = no downsides ;)
To be honest, I was still expecting to get the power output fluctuations. I only turned them off because I didn't like the visual effects they caused during gameplay. :(
Otherwise, your powerplant will keep importing ores/oils from outside and add heavy traffic to your roads
