Speed Limits
This might seem like old news to some, but I was messing around with a city, trying to make people use the new metro system, and what really worked was using traffic president mod to change the roads speed limits down, and the metro speed lmits up.

As handy as it is to change each road one by one, is there a mod whhich would allow me to apply universal limits to network types? and not have to click each segment one by one?

If not, would learning the road editor be a workaround?

You can set the roads standard speed limit up and down (with the mod) But then all of the roadtype will got this speed limit and not only one specific road....
But I think if you not want to have alle streets with the same speed limit but just one bit or special road then you have to change it segment per segment.
And you can change the speed even lane by lane if you want to.

You can use the road editor to make custom version of roads. Speed limit change is easy to do as there's a 'speed limit' setting on the Lane Properties tab. It goes for 0 to 2, where 2 = 100.

Then select your new road, set to modify and update away.

I know I'm late to the party, but if 0 is 0 kmph, and 2 is 100 kmph, then it's a linear scale, right?
So:
1.0 is 50 kmph,
0.8 is 40 kmph,
0.6 is 30 kmph,
0.4 is 20 kmph,
0.2 is 10 kmph?

Didn't see it mentioned above, so I'll mention it.

When selecting a new speed limit for a road using TMPE, if you hold down the Shift key when clicking it will do the entire road to the next junction.
