Report a translation problem
Use only 1 terminal per outside connection. If your map author linked the shipping routes to multiple outside connections, then you must break those lines up into independent routes.
This mod will allow you to do that,

The reason for this is that each terminal will spawn ships at every outside connection it is linked to. Also, the loads will be shared among all ships, thus making them inefficiently loaded as you've observed.
This is applies to boats, trains and planes.
Will the ship/plane path work if it just starts at the edge of the map and ends somewhere in the middle of it? Maybe looping back on itself but otherwise not spanning the distance of the map going off the far end? Seems to me that makes the "most" sense as far as ship paths and such go to have it span the distance of the map, but this would mean at least 2 outside connections for each terminal.
I'm gonna crank the game up, set a few examples up and take some screenshots ;)

I used this old map that I was going to use one day but never got around to it ;)
It has 2 cargo ports and one passenger harbour. There are 2 shipping routes that link to 2 outsde connections.
Here's a wrong example, where the shipping routes have been linked.
This will be problematic for each port and harbour as they will be linked to 2 outside connections.

Each shipping route is an independent line to a single outside connection. The cargo ports can only link to one each.

I originally made this to demonstrate a fully functioning max output dam. So there's a bonus for you if you decide to use it ;)
You will notice I applied the same rule for 1 terminal per outside connection for both the rail lines from the outside and the air routes too.

the international airport seems a little isolated and neglected with hardly any connection to the rest of the city. This won't help it function as a major mass transit hub. So, I got to work and had to be a little brutal in order to force it into action.
I noticed that your passenger cruise ships were very busy and all cruisers were full. That had to stop as they were obviously providing a better service than the airport could. So, I shut down both harbours.

Then, I severed all three highway links to prevent all road access to the city.

Seeing as there was no passenger rail to the outside, I left the rail alone, but I did add a single stop metro link from the airport and extended the nearby bus line to provide the airport with a bus service.

As you can see I also relocated the airport a little to the right of the original location. This may or may not be necessary, but there are times that the location could be glitched and so I simply wanted to test at a new one.

You may do the same and then reinstate the highways. You may try to reinstate one or both harbours, but I suggest you be patient and monitor the effect they have if any on the airport traffic. You might have to resort to a single harbour instead of two. Either way, you're going to have to watch this and balance it out.

Always think about origin and destination points.
Then you just have to set up the transportation networks to facilitate the most efficient movement between them.
So, when using mass transit intercity terminals to the outside, they need to be serviced by good innercity networks to allow the quickest and varied options for Cims to transfer to.
Quickest because they will prefer the quickest routes and varied because different Cims will prefer different modes of transport. That's why you cannot just plonk down a mass transit hub and expect it by it's nature alone to draw traffic through it. In this case, I forced the airport to work by removing any other alternative, but it would have started working anyway eventually, if it received the infrastructure it required.

I too messed with the flight paths using the More Network Stuff mod. I deleted the original paths and plopped new ones and now my Int. Airport wont spawn planes!! Do you suggest that I try shutting down my passenger train station? I don't know what to do!!! Any and all suggestions will help! Thanks!
Don't know what I messed up, but few things I could think of that might have broken it -
1) Mods: Installed Enhanced District Services because I couldn't get my specialized industry supply chains to work in vanilla. Might have installed this before cruise ship issue.
2) I might have built a new ferry path across the cruise ship path as I expend my ferry network. Would that break it?
I also tried moving my harbor to a different location that has straight line access to the original map ship line (yellow dotted), without success. Couldn't figure out the issue so decided to wait for airports to unlock.
And now my airport is built for several years with bus connection, but has NOT seen a single plane or tourist serviced. I even moved my airport right over the map plane line (pink dotted) even though I believe airports can be placed anywhere on the map. That doesn't work either.
Anyone has any idea?
