Report a translation problem
This means that the level tool can be used to create a flat surface of whichever predfined height you wish, whether it is sea level or 100m above sea level. Just rt click on any part of the terrain to match the level tool to that height or type the actual height you wish to set it to into the brush tool on the left.

When actual buildings will be placed I indeed use the Extra Landscaping tool to flatten it.
