Lagging Lagging Lagging

There is some really bad lagging while playing this game. Intermittently, the game action will slow down to a crawl and restart. This is even with all other apps off except Steam, VPN off, or anything else I can think of. I think it has something to do with how its communicating with Steam.

My potato PC is a Dell Latitude E7240 running an Intel(R) Core(TM) i5-4300U CPU @ 1.90GHz 2.50 GHz, 16.0 GB 64-bit operating system, x64-based processor

Hi. Force the gaming video card for this game. It chose integrated by default. Popular meme from laptops.
If there's no gaming videocard on you Latitude E7240 potato, turn off the power saving mode or plug the laptop into a power socket.
Anyway, I'm not sure if the Intel HD Graphics 4400 graphics card meets the minimum requirements from the game page (Nvidia GTX Series 9).
