Even in western games I sometimes play in japanese for the novelty.
I don't speak English. I don't need English voice acting.
But most people like the option of original audio. These games were casted and directed first in Japanese.
Also, no, "most people" do not want to consume media in languages they don't speak or understand.
They were also recast in English. Remember, this IS a game about Disney. They're not going to put no effort into making sure it flows in the language of the primary crossover.
...except for KH2 Atlantica.
That said, you're still right. It would be nice to have without having to redownload 90 gigs or whatever.
I do get this sentiment, especially for the first few games. But after Birth By Sleep the voice work just got worse and worse. It would be a nice option for a more consistent experience.
No additional VA was recorded for Final Mix. The additional scenes are either completely unvoiced, or use recycled clips from elsewhere in the game.
That said, it WAS in English, yes.
The Original Audio is Japanese. English was included in Final Mix as Sony had a mandate that you need to change a certain amount to warrant a re-release. The Final Mix's did not qualify, so they included the English voice tracks from the recently released western version.
When the PS3 re-releases came out, they reverted the audio back to Japanese.

I'll try to quickly put together a mod so that the Japanese files replace the English ones, just renaming files tbh
