Long answer: some older games can be somewhat similar or fun to play (e.g. 7.62, but its tbs mechanics is very different). Silent Storm was heavily inspired by Jagged Alliance and Fallout Tactics, so if you never played them, you better give it a shot. Modern tbs games are pretty much the same X-Com 2012 puzzle abominations and use its dumbed down tbs system ala "Firaxis style", and that's a shame.
Games using S2 engine: Silent Storm, Silent Storm Sentinels (both included in Steam/GOG packs), Hammer and Sickle (same universe, new genre - RPG, uses Silent Storm assets and graphics — can't be purchased anywhere).
Honourable mention (these games use updated versions of S2 engine, but they are very different):
Night Watch and Day Watch (RPG), Zhest (this bad game was never published outside of CIS).

I couldn't get into JA, Fallout Tactics was impossible to run because of all the bugs and the new games are so oversimplified and limited that it isn't any fun to play. I don't think we'll ever get anything like S²...

I even once had an enemy shoot a down ally I was meant to capture to keep me from securing the prisoner.
I wont deny more customization for a character visually would be nice, but its WWII and your a soldier its not atypical to either wear a standard uniform. Though I actually made mine a guy with glasses and the suit and trench coat like an MIB, and the teams doctor to boot. Still that weird guy who was obviously no soldier was often the cavalry to a team amtes trouble, and had some pretty heroic moments like in the mish where you cant let any civvies die( took me forever to clear that one) on the playthough I finally succeeded there was a round that bounced off a metal door frame and hit some gas tanks causing a massive explosion, thankfully no one was killed outright, but there was a civvy badly injured.
My main guy Doc had no choice he charged through the chaos fearlessly climbed upinto a ruined and collapsing building and patched the civvie up. While falling back to his allies he found himself face to face with an enemy with a rifle. Doc rushed him with kabar in hand and stabbed the sob to death. Never doubt a doctors skills with a blade;)
Short answer: No, you wrong, not totally wrong ... but still wrong.
Long Answer: Silent Storm is one of the Best Strategy Games on PC. In line with Fallout 1 and 2(yes, those two are not 100% Strategy Games), Fallout Tactics, the Jagged Alliance Francise, the original X-Com Games.
Each of those games has some minor gripes. In Silent Storm its those dreaded Panzerkleins. They pretty much make the game a little bit too easy at times. That is if you like shootouts more then walking in andDestroying everything.
And just this is one of the big good things in Silent Storm. The whole playing field is destroyable. There are just enouogh character Classes to make it Interesting enough ... but not too much Classes to make it Cluttered.
Back then, it was a very unique Game, one of the first ones to have a destructive enviroment. And it showed on the Machines back then, it ran very laggy and slow.
Bottom Line: Silent Storm is among one of the very best PC Strategy Games that didn't get the Comercial Success it deserved back then. It is one of those Games that are so good ... that New Players find out about it 13 Years after its Releasse.

Actually, answering to a post stating that SS2 is the best game, you answered with "no" and i could not see anywhere in your post where you said that you actually like/love SS2. All you do, is listing all the Influence SS2 had(Fallout Tactics, Jagged Alliance) and thats about it.
Again, you didn't even mention Panzerkleins, at all.
You never said it wasn't a unique game yes, but you also never said it is one either. Again ... i can not read out of your post, that do you like SS2 at all, or do you hate it or whatever feelings you have towards it. All you do is disagreeing that it is the best game or ... a good game, as you never mention any personal opinions.

So, it would have been allot easier on me, if you stated that you disagree that is is The best Game ... but at the same moment you would need to state that it is indeed "One of the Top Games".
Then, and only then you could come up and Lament about those Dumbed down games the like Firaxis X-Com remake(its more of a misuse of the original Idea really)where they took all the original Aspects and dumbed them down. Like a Dumbed Down Homebase, inability to have more then one Base, Dumbed down section where your Fighter Planes hunt down UFOs, Dumbed Down Squad Strategy part and so on.
Yeah, in the mid90s where the Majority of the "good" games came out ... like Fallout Tactics,
Jagged Alliance and Silent Storm.
But really Fallout 1 and 2 is also a very good Strategy Game as is allot other games Labeled RPG.
On Consoles there was Tactics Ogre and Final Fantasy Tactics which where similiar, yet used a more strict Grid unlike most PC games that are more like Table Top Conversions. Necromunda or Mordheim anyone?
That said, the Indie Game Doorkickers might be interesting to take a look at too.
