Stretching the background would lead to an awful pixel's soup.
The PC version of RE3 had a max resolution of 1600x1200 and no widescreen resolutions I think. It honestly didn't look all that bad. It wouldn't be hard to add widescreen resolutions like 1920x1080 and just add black bars on both sides. So the resolution definately went higher than 640x480 for both RE2 and RE3 on PC im pretty sure. The textures were obviously low resolution but it still looked more sharp/less blurry at higher resolutions. Though I don't think they will redo the background textures for higher resolutions, which im fine with. By HD what do you mean exactly? HD resolutons? Or HD textures? HD resolution is definately do-able but if they were to redo the backgrounds then the game would end being a remake like the gamecube version of RE1.
The resolution would take advantages only on the 3d models, but the background need to be remade from scratch to fit the higer and widescreen resolutions,it's not that easy, let's crank up resolution, or you'll end up with a monocrome blurred image with meh looking 3d models.
It's not that easy a reskin or a remake of such an old game.
And i don't know what versions you have, i have the original discs and they play 640x480, maybe you have some external program or mod or Dolphin to raise the resolution.
Edit, i checked it run at 1280x1024 max 32bit, but it was built that way maybe for pc, or being out on Gamecube it use a better resolution, Re2 still play at 640x480 on pc, 320x240 natively on Ps1.
The original native PC version supports 1600x1200 resolution (and higher via hacks). As far as the stretching a 640x480 texture goes, it will always look more sharper and better on higher resolutions regardless of the low resolution textures. It honestly would take little effort to port those games to Steam with widescreen resolutions and fixed the aspect ratio with a border.
When I had RE3 installed on my PC not too long ago I was using a 1920x1080 resolution hack for the game, the only problem was the characters looked fat and short because the game does not support widescreen so it just stretches the image at that res. The game still looked better/clearer/sharper at 1920x1080 vs any other resolution available even with the stretched models. Maybe it's because my monitor is a 1080p monitor and native resolutions look better on my monitor vs other resolutions.
My bottom line is that it isn't as hard as you may think it is to port something like this with widescreen borders. It just takes a little bit of programming knowledge. It is already native to PC and already supports average resolutions, with a little bit of tweaking that modders have already done you can run this game at respectible resolutions and looks fantastic.
Start up your PC RE3 and compare the resolutions yourself. Lower resolutions look like it has a bad filter applied and higher resolutions look like raw sharp images.
They are fixed at 320x240 and you can't do nothing for that other than re-render from sratch. A filter can't make everything crispy or better, a 320 pixels stretched to 1920 it's awfull anyway you look at.

See what's happening in both case? Blurred or confused image, you can't simply stretch a low res image to fit a widescreen resolution, you have to re work from the ground, that's what they are doing for ReMake, clean and refine the alredy high res background to git the higer pc resolution, but there are alredy the source files, here all we have are very low res static images.
It won't work "hd" from the old port, they stay how they alredy are, low res and 640x480 with a couple of bilinear filters.
A full remake it's out of discussion, and people should quit asking remake for everything.

You obviously failed to read my first post as I am not talking about models. Im talking about the PRE-RENDERED BACKGROUNDS... As for those images, a quick google search reveals where you got them and is a misrepresentation of the PC version so you have failed there. That is not even close to how RE2 and RE3 looks on PC even at lowest resolutions, which proves to me that you have no idea what the PC version even looks like. Do us both a favor and play the PC version of RE2 and RE3 before you start talking nonsense.
If I decide to install my RE3, I will show you the difference between lowest-resolution 640x480 and highest-resolution 1600x1200 and you will see that the difference between them is that the PRE-RENDERED BACKGROUNDS have slightly more clarity at higher resolutions. Nothing looks stretched... Nothing looks blurry...
Sorry if I seem a bit rude, but your post has condescending written all over it. Not only that, but it seems you just don't want to admit that the game can easily be ported to Steam with some compatibility for newer systems and widescreen support with black bars on both sides which is easy to do. Im not talking about redoing anything. For example when I ran RE3 at 1920x1080 borderless windowed mode, since it is not a native resolution and not supported by the game everything did look stretched but not blurry, I simply adjusted my monitor to squeeze the image to make the aspect ratio look right and ended up with a cleaner looking game with the correct aspect ratio and everything.
and of course,that good price too...
