Game hiccups with Windows 8.1?
I upgraded from Windows 7 to 8.1 recently and ever since, RE4 has had an odd hiccup to it. It's not the usual "slow-mo" effect, but rather the entire game stops for about half a second every now and then. It's not consistent, and it can be difficult to replicate since I'm not really sure what's causing it (other than using 8.1), but it's a serious problem for me. I've tried:

playing in both windowed and fullscreen and different resolutions
30fps
updating GPU driver
running off my SSD
verifying cache and completely reinstalling
a few other in-game tweaks

None of the above has had any effect on the problem. Has anyone else had this problem? Any more ideas?

I've played the game on both W7 and W8.1 (upgraded about two months after the release of the game) and nothing changed performance wise.

have you tried turning off the AA?

I've been doing some more testing and it looks like it has something to do with the WMI Provider Host process. Any time the game stutters, that process spikes up to about 10% of my CPU load until the game continues (after a split second), then goes back down to 0%. If I close the process, it doesn't auto restart until the game stutters again.

Even though I've traced the source of the problem, I still don't see any way to fix it.

I have noticed this too (not with this game, but with others) whilst running 8.1. Its definitely something to do with the OS and you're not alone in your issue.

After more testing, I've found the source of the problem. I've been using a PS3 controller with special drivers installed as my PC controller. Unplugging the controller instantly fixes the problem. However, even deleting the controller drivers makes the problem doesn't fix the problem, only unplugging it does. I never had this problem on Windows 7, but it's probably something Win 8.1 doesn't like about the PS3 controller. I've been meaning to get an Xbox controller for my PC anyway, so I guess this is a good excuse.

I've now tested the game with a different controller, a (barely functional) wired 360 controller. Same problem. Hiccups when the controller is plugged in, doesn't when it's not. I also never mentioned that it also does it when using keyboard controls, so it isn't some kind of connection issue with the controller. I've pretty much decided that it's a problem with how Windows 8/ 8.1 handles controllers with this game. It's, as far as I can tell, unfixable on my end.
