EXPLANATION OF THE SLOW MO "BUG"
The slow motion "bug" is actually not a bug at all, but rather a side effect of this being a port of a 2005 game that was specifically designed for a single system.
What's happening, is that unlike most current games (I'm looking at you Need For Speed), RE4's entire engine and game logic is tied to the framerate. The game knows when 1/30th or 1/60th of a second has occured based on whether the frame is done rendering. What this means, is that if your system is unable to run the game at past 30 or 60 FPS (depending on what your settings are), the game must then slow down.
Say your system can run this game at 40fps. Because the game is coded to time everything off of the framerate, instead of, well actual time, this means that if you set the game to go off of 60fps, the game will now run at 40/60 the regular speed, or 2/3rds what it should be. Dropping it down to run at 30fps fixed, it will run at regular speed.
And that's why this isn't a bug that can be patched -- it's how the game was built.

I have no problems playing this game, but then again I'm not playing it on a potato
Just got this game and the slow mo happened to me before I even entered the bell tower village.

My system specs:
Intel Core i7 930
ATI Radeon HD 5850 1024MB
9GB DDR3 Memory
Catalyst automatically updates drivers
Running at Fixed 30FPS
I turned AA completely off and shadow detail to low.

Still slow mo every now and then. This game. XD

I think it's hilariously sad that the way to fix a lot of bugs in this game's port is to run at 30 FPS instead of the advertised 60 FPS which was supposed to be one of this "remastered" port's selling points. What a joke of a port in all honesty. They clearly didn't playtest it at all. It seems very much that they just got it to "work" and left it at that without actually doing a thorough and good job. :/

Between the plethora of bugs / balance issues due to their lack of effort and extremely wonky mouse tracking (at least for me personally), I most definitely want a refund as this port is clearly not worth 20$, if anything at all, it was just too half assed IMO and I find it unenjoyable compared to what SHOULD be an inferior version on the Wii.

Makes me sad that the Wii version to me is better than on PC master race. :|

I can run this game perfectly fine on my midend gaming rig, as long as I don't have AA on high, I just have a quad core 3.5ghz i5, gtx 750 ti, and 8gb of ram. Although the game might not look as good it is not optimised for pc, as they didn't really have time (they couldn't even fix all of the reload animations to run at 60fps) and they would have had to pretty much completely remake the game, so they could get it on a new engine.

So far as I can tell the problems seem to be almost completely random and unrelated to performance, unless you are under a gtx 560.

Another thing to mention is that a few days ago, for about 6 hours my computer couldn't run this game at 60fps, and then it just could again, no idea why, it wasn't the area that I was in (throughout operation ada, played it a few times to see).

Its pretty sad that so many people can't play this game for no real reason.

just lock it to 30fps and it works
Its too bad that the game is eye-bleedingly nauseating at 30 FPS. Its like a drunk simulator! The one time I had to turn it down because of a QTE bug at 60 FPS I nearly quit altogether...

Are you sure that you turned off the motion blur? It's quite bad at 30fps, what QTE bug was there at 60fps?

6700K + 16G DDR4 + 980Ti + 2x256 SSD

Still lag like ♥♥♥♥..

Don't tell me this is not a bug, I can run 2 x GTA5 with 60 fps but not RE4?:conwayfacepalm:

Yep, motion blur was disabled first thing, even at 60 FPS... I hate that effect. I had the QTE problem described here. Four failed tries, then one at 30 FPS and it worked first time. Infuriating!
I remember having this issue on my Radeon HD 5750 when it came out. Despite a 5 years newer GPU more powerful than GC and PS2 combined, the game was a slideshow on maxed graphics.I upgraded GPUs and it runs perfectly fine.

To be honest, the solution is simple. You need a better system.

It's complete BS that Capcom can't be pissed to make a functional port of a 10 year old game - especially now that it has been ported to every system that exists, but you're going to need to upgrade anyway for other games.

I think they actually did you a favor by showing that you needed to replace that dinossaur.

Excluding the seemingly random gamebreaking bugs that occur for some people. I've even heard of people with really good rigs getting slowdown. At one point I even had a day where I was getting slowdown, even though it was perfect the rest of the time, but I restarted my computer and it fixed it (maybe some weird problem with ram or something?)

Yeah no, everything is tied to the framerate, and it only runs natively at 30fps or 60fps, nothing lower than 30 fps.
Except for the reloading animations for the rifles, those look bad in Ultimate HD Edition, even with 30 FPS on.
