Report a translation problem
- If you have mods or any program that intervenes in the game, I advise you to uninstall it.
- reinstall directx 9.0 and steamworks redist.
- delete the RE4 folder from the following path;

In your case this could be a new solution since I understand that you were playing resident evil 4 hd normally on your PC.
The other option is to check if you have the 60Hz refresh rate, maybe you put a new monitor with a higher frequency rate then you need this guide to add the refresh rate manually.

The other is a DisplayPort 1.2 cable.
