According to them, the game's engine was very strange due to the amount of technical wizardry capcom had to pull to get the game looking this good on the Gamecube. Remember, Resident Evil 4 was probably the best looking game of that generation, rivaled only by maybe Ninja Gaiden Black on xbox.
The devs said that some things were hardcoded and that no matter how much they chipped away on it, they could not change things like a few of the 30 fps animations without causing other issues.
It is a miracle we got a port which retains the effects from the GCN release as well as 60 fps at modern resolutions.
