Download a tool and fix framerate at 60fps (if you cant change it in your graphics settings e.g. nvidia settings)

Then the game will run normally even on Windows 11 24H2.

We are both wrong.
First: The problem most people experience is that RE4 won't start, because their system locks them to a framerate above 60fps. So the problem obviously wouldn't be RE4 running above 60fps, but RE4 not running at all, because of the systems FPS lock.
Second: This doesn't appear to be the reason for the crash in the first place anyway
So, bruh...
