Capcom might have yoinked some X Files music
Then added a little more piano and synth on top and put it in RE4

They are different.

They're identical besides RE4's higher BPM and RE4 adding a simple piano phrase on top. Same dinging sound effect and pattern, same looping mechanical sound copied, same exact "triple thud with reverb" sound affect, played together slightly faster but in the same order.

Thats a really cool find. Probably stock audio since in x-files its almost inaudible. re4 made it the main track (for the island(?)) and edited it a little.

Thanks for sharing :)
They yoinked a whole film for Village lol.

They have a theme that plays during Mike section in RE4Remake and it sounds like Wonder Woman's theme from Batman v Superman.

Seriously doubt that. The X Files ambient music is 3 separate sound effects in a repeating pattern. I don't think the entire song is one stock sound effect, its a song made from 3 effects. RE4 uses the same exact 3 sounds in the exact same order, just at a higher BPM and adding a simple piano motif on top of it. For 2 different people to combine the same 3 effects in the same way in an identical order, out of the huge libraries of thousands of stock sound effects, is way less probable than the RE4 composer simply taking a song from X Files and lightly altering it. Probably head deadlines to meet, who cares about a one off X files ambient track from Season 8?

Yup. Sounds copied to me. Well, or "inspired by", same as Doom music was inpired by many of the metal songs

Its not that the song is made with stock sound effects and that two composers happened to use the exact same sounds to create the exact same thing cause yeah that would be unlikely. Nah its that the song itself is a stock song. Its in a stock library and multiple shows and games have used it. X Files probably pulled it from a stock library the same way other people have. In RE4 its sped up and remixed a bit. It also shows up in Onimusha 3 during the Demon Forest and its remixed. It's also used in the first Splinter Cell during the CIA HQ mission also remixed. So I don't think its stolen if so many people have used it sounds like its just a stock song people use to make their own songs out of. I haven't been able to find the original song yet other than hearing it in that X Files episode.

also I've replayed the first 3 Splinter Cell games so many times, I'm surprised I never noticed it there too.

Another really cool example of this exact kinda thing is also in the RE4 OST. Serenity the save room music is pulled from this stock soundscape album called "David Torns - Pandora's Toolbox" the track called "To Burble and Pine" originally released in 1997. Its been used by Capcom not only for RE4 but for DMC1 and Monster Hunter. Outside of Capcom its been used aswell. Check out this video its shows all the different games and shows that have used it its pretty cool. I'd really love to find the original one for Infiltration. I feel like Charlie in that episode of Its Always Sunny tryna find out who Pepe Silvia is when I'm trying to find it lol.
