It’s highly recommended to install the re4_tweaks dll[github.com] (if you don't have the HD Project installed already). This includes a lot of fixes for the game and enables the debug menu which will be helpful for possible soft locks.
.It’s also recommended that you make a backup of the “bin32” folder and “bio4\etc” folder before continuing, as you will be overwriting some files.

just-in-time (JIT) debugging instead of this dialog box.
I scrolled to the bottom of the message and it states "When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box." Any suggestions are appreciated! Eric
-Open the Rando as Admin (required if the game is installed in Program files).
-Norton antivirus may block/delete some randomized files, so you’ll have to add an exception to the Resident evil 4 folder or disable its protection before playing. No issues have been reported with other antiviruses so you should be good.
If all else fails, try contacting re_duke on Twitter or moddb @re_duke
To enable/disable Just-In-Time debugging
In Visual Studio,
- On the Tools menu, click Options.
- In the Options dialog box, select the Debugging folder.
- In the Debugging folder, select the Just-In-Time page.
- In the Enable Just-In-Time debugging of these types of code box, select or clear the relevant program types: Managed, Native, or Script.
- Click OK.
Step 2:To disable Just-In-Time debugging, once it has been enabled, you must be running with Administrator privileges. Enabling Just-In-Time debugging sets a registry key, and Administrator privileges are required to change that key.
and:
If in case Visual Studio is not installed, I would suggest you to disable script debugging in Microsoft Internet Explorer and check if the pop-up eliminates.
I found this video on the JIT debugger error if you want to try any of its fixes:

Edit: I have recently added a section for the randomiser in this modding guide. See if you can gleam anything from it and if you can contact re_duke.

The modder said it could be the BIO4 file, but that has Read Only ALWAYS active, even when i change it.
