Either lower MSAA and/OR resolution (but lol, why) ... or use re_tweaks from the in-game options and disable Vsync.
After you install the patch you can open its menu with F1.
You can get the latest releases here instead: https://github.com/nipkownix/re4_tweaks/releases
I totally suggest you the latest version (1.7.7.6) because that sort of fix the huge problem with the camera from the older versions.
I give you the link, give it a try if you want. You can disable and enable it in-game with F12: https://residentevilmodding.boards.net/thread/5413/negaarmax-sweet-fx-fix
(password of the package: NEGAARMAX)
Remember to delete, backup it too if you want, the other reshade first.
It doesn't enhance the graphics that much but still makes the graphics more clean and boost the colors of the game.
RE4 has a problem with the framerate,if you go under 55fps or less it start going in slow motion and the only fix for that is playing on 30fps,so the other options are lowering the resolution, overclocking the gpu a bit or playing at 30fps if not even SweetFX runs good.Or just give up with the reshades and play the classic graphics.
EDIT: You can also try to install the amazing HD Project mod which enhance the graphics and has lot of optimization in it already, but it's heavier on your hard disk even if maybe on your GPU it could run better. You can download it in different sites but just stick with NexusMods in case.
If you wanna play 60fps I think that is your only hope, just unistall the HD Project and just keep RE4_tweaks and use SweetFX reshade.
No problem man,I would have liked to be more helpful but I am clueless.
Update - I was right about the visual problems being an Nvidia driver problem on Linux. For Linux users - try swapping from Wayland to Xorg. This can be accessed by clicking your user to log in, to where it prompts for your password, and a gear will appear in the bottom right. This made the game run flawlessly in 30fps. Yay!
I believe the 60FPS slo-motion problem is happening because my laptop isn't strong enough (hardware skill issue lol) to maintain 60fps. So, the game's time scale slows down as it is tied to the frame rate. Classic programming no-no, but common in older titles.
