12700K + RTX 3080
1440p 120Hz
Like I said I tried setting the refresh rate to 60 Hz before launching the game. Makes no difference.
Disable Nvidia overlay/replay and this should fix
Make sure you have all necessary Runtime installed, which will likly be missing especially on a fresh OS installation.
Also make sure, with the tweak or HD Mod installed FixDisplayMode is set to true in dinput8.ini

if i read the log correctly, which may be horrible wrong, your game.exe is set to Win8 compatibillity mode - make sure this aint the case.
You could also give it a try to run the game from another location. Some Games are hating to be under C:\
