Is the merchant canon?
Did the merchant actually appear and sell weapons to Leon in the lore or is he simply present in the game for gameplay purposes?

Not sure myself, but the Resident Evil Wiki[residentevil.fandom.com] categorises him as non-canon[residentevil.fandom.com] and describes him as such:
Extracanonical subject
(Unique game aspects not part of story canon)

That's a wiki. I have seen that before. I'm wondering if there's any actual canonical proof of this.

Well he appears in Rise of the tomb raider,So i'm guess that he is canon.

The Merchant interactions are nowhere there. Capcom never officially stated that he's canon, or that he isn't, but he clearly doesn't have any background story and is non-existent to the plot. Basically, just a gameplay device, like item boxes and typewriters.

I always thought the merchant was cool. Maybe because he's so greedy, he ignores the urge to kill Leon and make a profit.
