Not sure of this issue myself, but a quick Google search brought up this YouTube video. Comments show that it worked for others by the looks:

EDIT: I appreciate this fix above is for Resident Evil HD Remaster, but the problem appears to occur on various games as is related to general Microsoft redistributable packages.

its working anyone has this problem delete all d3d dll files from systeam 32and syswow64 and install the directx_jun2010_redist
