I think that's the popular opinion, at least in the internet gaming circles I've been involved in.

We didn't know any different in the older days. RE4 was something new and cool that we hadn't seen before. But since then we've had a lot of games take that style of gameplay and make it better. So it's kinda hard to go back to this more primitive gameplay and still see it as we once did, since games like Dead Space and even RE5 drastically improved on that gameplay and have spoiled us.
the good thing is as time goes on we froget bits and pieces of the story which leads us to replaying to regather the story, and to re experience the gameplay and story.
im replaying it after many years myself and have hit the final chapter, and damn loving every second of it, other then when ash gets in the way xD
which recently finished RE revelations 3ds, and moving unto the pc ver of that sometime soon.
the main change up im hearing of when replaying games will be things like RE2 which is said to be being remade in the style of RE4, reference announcement for info.
as for the wii version, ive played some wii shooters, which its damn good fun having more control over your char since you can literly aim anywhere you want, so perfect aim <3
hopefully someday we are able to play games like that pc wise.
which im guessing could be nearing since VR tech is being revamped from the older days.

There are genuinely scary and tense moments, and it adds to the challenge in a way.
The cheese levels are off the charts in some parts of the game, but thats the ridiculous novelty that OP referenced, like the last quarter of the game where Leon becomes Rambo.
I havent played RE7 yet, but I hear its good. Just remember that Resident Evil has been successfully rebooted two times now.
The RE4-era of the series got way too ridiculous but RE4 hits the sweet spot. I dont agree with OP, but I can see where his opinion is coming from.
