Depending on the review you read the statement may be meant for playing co-op. If you are playing together with another human you have to work as team, talking to each other, pay attention who uses which weapon and ammunition, who decides the direction you go and so on. It sounds a bit strange but playing for yourself in co-op mode will be impossible.
They may be referring to attempting to play the game without the AI partner getting themselves killed - which is true, that may be impossible on account of how impossibly stupid they are.
But I've completed the entire game on Normal, Hard, and Special just by myself. Very doable, and fun.
EDIT: Saw the review. They were referring to playing the co-op without working with your partner.
What are the rewards for playing all the difficulties?
Normal unlocks Hard
Hard gives new Outfits to the characters that survived (did you manage to let them all survive?)
and what's the reward for special?
