They don't spawn too often, are hard to identify from there movement patters with motion detectors or scanners and they are squishy and die from a single mine, trap, and are vulnerable to radiation, I think, and getting blasted out of an airlock.
Most I can say is to keep looking, whenever I have found one it has always come as a surprise to me so there is no real tip that I can give you, maybe try and check rooms with a stealth drone or one with a shield and turret to ensure that you don't vent the poor hound but other than that just keep looking and you will find one eventally.
Also do they ignore lures and go after scanners?
And if those are dogs then there not that rare others there not as likely as brutes and swarms but if you find one in a system there's usually more
Dogs are non-hostile creatures that don't count towards infestation types, may push or block your drones (don't directly damage them, though), trigger sensors and Motion and move around freely in rooms (unlike most other infestations that hang out in the center).
If you end the mission with one in your boarding craft, it will join you on your ship, occasionally barking and making other noises while you're not in a mission.
